
Reimagining Thomas Stephens Reserve: A Village Square for the Community
Located between the Pasadena and the General Store at Church Point, Thomas Stephens Reserve has long been a popular gathering spot for locals and visitors alike. Whether it’s grabbing a coffee, catching up with neighbours, or simply enjoying the water views, the reserve is a natural meeting place—but one that has been in need of attention for some time.
Back in 2009, the Pittwater Council’s Church Point Plan of Management acknowledged this, highlighting a number of issues based on community feedback:
The reserve lacked a clear community identity and visual appeal
Tree roots were lifting the pavement, creating safety hazards
Bins and temporary wharf facilities detracted from the area’s overall amenity
The Plan proposed transforming the space into a “Village Square” style setting—something that would better reflect the area's charm and create a more welcoming environment for everyone.
Recognising how well-loved and well-used the space is, the BCPRA has maintained strong interest in its future. When Northern Beaches Council placed its initial improvement plans on public exhibition in April 2021, the Association encouraged community engagement. Comments closed in May that year, and the project has been steadily progressing since.
In March 2024, a revised design for the reserve was released for public feedback. BCPRA has been in ongoing discussions with Council regarding key design details and community priorities. We’re pleased to report that works are now expected to begin in mid-2025.
This long-awaited upgrade promises to revitalise the heart of Church Point, turning Thomas Stephens Reserve into a safer, more attractive, and more usable space for all.

Mini Market Boardwalk
The new boardwalk around the Mini Market has been completed and is now open to the public. It offers improved access and enhances the enjoyment of the waterfront for everyone.
Ferry Wharf Relocation
The planned relocation of the ferry wharf was originally part of the boardwalk upgrade. However, Transport for NSW raised navigational safety concerns, which may require the removal of six moorings. Council has advised that additional grant funding will be needed before this project can proceed.
McCarrs Creek Road – Safety Upgrade
Council has released concept plans for a road realignment aimed at improving safety. This project is fully funded, and community feedback is currently being sought. Construction is expected to begin in late 2024.
Amenities Block
Rather than a full rebuild, Council has opted to refurbish the existing amenities block. A timeline for this work has not yet been confirmed.
